I filled in as rural Candidate but I don't have certificate ....and not able to proceed in upsee counselling what shall I do now

If you have filled in as a rural candidate then it is important to submit it's certificate. While the time of admission you can take an undertaking that you will submit the certificate at the time given in the Undertaking form. The university will give you some time of about a month or so and in that time you can get your certificate issued.
