i got 5479 rank in jee paper 2 ...can I get spa ?

You have not mentioned your category assuming that you belong to general category the cut off in 2019 round 7 was as follows
- SPA, Vijayawada:2157
- SPA, Delhi: 768
- SPA, Bhopal: 2009
Considering this you may not get seat in SPA with your rank. However, cut off is subjected to change, it may increase or decrease slightly depending on number of candidates appeared, difficulty level of exam and number of seats available.

It seems to be very difficult to get any seat in in any of SPAs or NITs or GFTIs. One can get any SPAs or NITs or CFTIs till 2000 rank only. SPAs close even lower till 500. Check out the cutoff here https://engineering.careers360.com/articles/jee-main-cutoff-for-b-arch-b-planning
