9044 rank in ipu cet is quite safe to get an admission. You are eligible for a good ipu college. I cannot assure you about the branch though.

Eligibilty criteria for IPU college is as follows:-

Candidates must have passed their class 12th examination.

Candidates currently in their class 12th are also eligible to apply for the entrance examination.

Candidates must have secured at least 55% aggregate marks in Physics, Chemistry, Mathematics and Biology/Biotechnology, provided the candidates has passed in each subject individually.

Candidates must have also studied and passed in English in their 10+2.

Candidates must not be more than 21 years as on August 1, 2019.
