Dear aspirant, the information provided by you seems to be incomplete as we couldn't tell you anything unless you specify your state of choice the exam where you scored this score since OBC ncl category has quota in almost all exams.
But if you're talking about JEE MAIN examination then you may get some state gov. Colleges as they have slot of admission through JEE MAIN scores in their counselling process. Please elaborate so that we could try to answer your doubts in a better way.

I belong to obc category and on first attempt I have got 70 percentile in jee mains and I belong to haryana and I want a state government college in haryana especially deenabandhu chotu ram university. can i get seat in cse in dcrust?

Hey Dear aspirant,
The dcrust college like other state gov. Colleges conduct their own university exam for admissions in UG level but also accepts JEE MAIN score card . The minimum criteria is that you need to pass your 12 from a recognised university/board with atleast of 45 to 50% marks.
Students having JEE scorecard need not to appear for university entrance test they can directly take part in the state counselling process.
For that they need to apply and fill the form and then basis of state ranks and category ranks seats are alloted. So keep a check on their official website.
