I have taken admission in govt College in 2018 thorough CET and I have completed my 1st year now in 2019 I gave jee mains and got 82 percent

Your first requirement would be to drop out of your current college and request for them to return all your documents as you will require them to register at a new college.
However, with a percentile of 82 it seems unlikely you will be able to secure a seat in a good NIT with a branch of your choice.
I would recommend you register for the JOSAA 2019 - It is the counselling event for all candidates looking to join any IIT, NIT, etc. However do some background research before pulling your papers from your current seat, as it is tough to secure a seat in an NIT with your percentile
A IIIT or GFTI (Government Funded Technical Institute) may still be in range, so if you consider those as a betterment over your current college, you can aim for those.
You require 75% in your 10+2 boards to register for the JOSAA 2019, and registrations have already begun
I must however strongly recommend holding on to your current college seat and researching what placement you may get from the JOSAA before pulling your current admission in search for a new college
However the branches on offer may not be the ones you are looking for
It would be better to do some research and see what branches are available for your rank and register for the JOSAA
Your best bet at this rank would be a GFTI or a IIIT
An NIT seems hard to get, especially if you're looking for a particular branch
