i m students of bihar..can i get admission in up govt college.and i qualified upsee..my rank is 6588 and 288 in obc cat.and i score 312 mark

Your score is good but the problem is that you can't get admission into any govt college of UP without UP residential proof.
So you have to show residential proof of UP to get admission into any govt college.
Private colleges of UP are open for you, you can apply for them without any residential proof of UP

but bro..aisa to kuch khi pe likha hua nhi hai...ar college predict app 360 me show kr rha hai ki mujhe govt college milega...and by obc cat and also by gen cat.....ar upsee ke criteria me dwkhe to v aisa kuch nhi likga hua hai and likha hua hai ki jo outsidw up wale hai o apna obc proff rhna chahiye...ar govt college v usse milega...

Well can't really say about govt colleges as there is quota for UP students but try there are chances though.
