I scored 86 percentile in jee main 2019 but i did not qualify for jee advanced whose cut off is 89 percentile. Can i apply in ipu for b.tech

You can surely apply to IPU for B.Tech.
This is the first time when IPU is taking admissions on the basis of JEE Mains. So we don't know how it's going to unfold. We don't have any previous year data regarding this to predict your college. But IPU has lots of affiliated colleges so you surely have some chance to get in there. Even better if you have a Delhi quota.
