If you are not eligible for the PG Counselling, then registering for it will be of no use. Technically, you will be able to register but if you are allocated a seat, then you will not be eligible for it and as a result it would be cancelled. So just participating for the counselling will just be a waste of money and time. So if you know you are ineligible, then don't register.
