If I didnt get any rank in mains,but ipe with both 940+ can i expect any university with less fee

If you want to get admission in any BTech course then you will have to give entrance examinations be it JEE or OJEE or WBJEE or KCET or COMEDK etc. Even private universities like VIT and LPU have their own exams for admission to Btech courses. However, if you want to take admission on the basis of your inter marks you can get it at collges like DU, St Xaviers etc but for subjects like BSc etc and not BTech.

Since most universities are done with their admission procedure I can only suggest you to try colleges like St Xaviers, Presidency, DU affiliated collleges next year.
