If my neet rank is 31000 than I should I join for all india counsiling and what is chance of govt colleges .

That depends on your category.

If you belong to general or OBC (creamy layer) categories, you have almost no chances to secure admission through All india quota.

But if you belong to OBC(NCL) ,SC, ST  you have chances to get a seat through all india quota counselling.
