if someone is board topper in 2021 ...then can he take admission in bits pilani without giving bitsat?

Yes. If any candidate is a first rank holder from the board which he/she has completed his/her class 12th, then they can get a direct admission to any of the BITS campus
In BITS campus direct admission is given to first rank students of all the central and state boards to the programme of their choice, irrespective of their BITSAT score.
Admission in BITS is purely based on merit. If you are not the board topper then you will have to write BITSAT and score well in that to get admission into BITS campus and branch of your choice based upon merit. In order to get a good rank in BITSAT 2021 you need to score more than 380 marks in BITSAT if you want to get into Computer Science Engineering. For other branches you need a score more than 350 marks.
Also, you can give BITSAT only twice. That is, if you have passed your class 12th in 2021, you can write BITSAT only in 2021 and 2022.

but this year 2021 ..due to covid pandemic exam is not held by govt..but result is declared ..how one can know he or she topper or not this year 2021??

Even if exams are not taken, results are declared by the board and hence the name of board topper is also declared.
