The cutoffs for NITs (National Institute of Technology) and IIITs (Indian Institute of Information Tech) cannot be predicted as the JEE Main Exam is happening twice this year so the cutoffs will be based on the basis of various factors. The rank for percentile 85.4067139 will be around 127620(+-). Note that this is just an estimation and it can change after JEE Main is again conducted in April depending upon number of students appearing for the exam.
If you are going to appear for JEE Main again in April then the best score out of the two exams will be considered for admission.

With this rank can I get seat in any nit ,iit or any government institutions?

As I said the ranks can go up or down. If two students have same percentile then high rank will be secured by that student who has more marks in Mathematics. So it's difficult to predict the cutoffs for admission in NITs , IIITs. Also the ranks have high probability to change after JEE Main in April depending upon number of students.
