Coming to your question it is not necessary that everyone who apply for admission in Thapar University get a seat , for the admission in B-TECH programme the admission in Thapar University is purely based on the jee mains rank .

Firstly the person who is apply in online person counslling get the seat first rather then a person who apply through in person counslling wheather he has a highest percentile in comparision with first one or not .Try to understand and be comfortable with that.And before answering get full updated detail bro.
