Hii akhil

Community certificate and non creamy layer certificate are two different things. Although both of them contains your community name but yet are different. There is reservation for OBCs who have family income less than 6 lakh. So if you have income less than 6 lakhs and you belong to backward class than only you will get NCL cretificate. But for community certificate there is no bar for income, since you belong to backward community you will get that.

Hopeyou understood the difference between them. So I think they will need OBC-NCL certificate.
