No, postgraduate isn't necessary for pursuing BEd, you can do the same even after graduation in any discipline from a recognized university with 50% aggregate(this may vary depending upon the norms of the university), the advantage of doing BEd after post graduation is it enable you to become PGT that is to be able to teach higher classes in school, also suppose you don't have the required aggregate in graduation to pursue BEd ,you can do the same through pursuing post graduation, some of the top universities to offer BEd are Delhi University for which admission is done through entrance exam, even for BHU, RIEs are one of the best option for this admission is done through CEE conducted by NCERT though last year due to pandemic the exam was scrapped.
