Is Students with MSc in IIT can eligible for civil service exam like in Indian railways or UPSc exam etc.

Civil Service exam and ESE are conducted by UPSC. Anyone who graduate from any recognized and affiliated university can be eligible for UPSC CSE. But for ESE one need to have engineering degree from aproved/recognized university. Engineering degree is BE/BTech/Btech(honrs) and not MSc. So, you need to have engineering degree from any college rather than MSc from IITs.
