Is there anything in upsee that -1st and 2nd round is based on open general rank 3rd round for OBC/SC rank and 4th round is for ST rank?

No, there is no provisions as the last round is only for OBC or SC or ST, general candidates can participate too till the end of counselling. I would always advice you to go till the last round as there is always hope for improvement in the seats. I hope this information was helpful!
