Seeing your score and previous year cuttoff of IIEST Shibpur,you seems to have less chance of getting CSE stream with other state quota.Previous year cuttoff under HS QUOTA for CSE STREAM was around 11k.You need rank under 8k for CSE with OS quota in IIEST Shibpur.
