Firstly there Exists nothing like a free seat in medical Colleges. That's a misnomer. But the fees of the government Colleges are really minimal. And yes you have good Chances of getting a seat in a government college because your rank is fair enough and you also have a reservation. Try for the state quota counsellings.

My last year marks 464 air 37056 obc rank 14846 this year marks are increases but ranks
Also increased very high . However pass % less then previous year in my state . So can i except free seat?
