Counselling is based on entrance test result, it has nothing much to do with class 12th result. Of course you can apply for counselling this year but for that you should have appeared in any of the entrance test whether it is state level (like MHTCET) or national level (like JEE Mains) to be eligible for counselling.
Previous year's marks or rank will not help you in case of entrance test. Talking about 12th, you can apply freely.
