Yes EWS quota is expected to alter the cutoff trends upto some extent but don't expect too much change as there may be lot of students falling under the income limit. But predicting in exactly numbers like 10-20% isn't a wise thing.

EWS category candidates are required to get an EWS certificate. Only those students can apply for this certificate whose income is less than 8 lakh rupees and they must be from General Category.

Ews category is a newlt introduced reservation for  people belonging to  economically weaker section. 10 percent reservation has been provided in all the government concerned departments in education and work. Not that no other reservation has been effected from this , ews reservation is having other 10 percent reservation.
