All India Rank is the rank you have scored among all the candidates who have registered for the same exam in India while State Rank is the one which you have scored among your fellow candidates within that particular state.
For NEET, 85% of the seats in a college are reserved for students who are from that particular state while 15% are reserved for students from other states as well.
For JEE, they only provide AIR and ranks if you belong to any category other than general.

As far as your state rank is concerned, Andhra Pradesh's State Rank will be provided by Andhra Pradesh only! Based on the total number of candidates registered within that state.

You State rank depends on how many students appeared in the exam from your state. It would be very difficult to comment on your rank, since we don't know which state are you from, how many students appeared for the exam from your state.
