Hi Jhinuk,
A frank opinion: CSE at Manipal > CSE at MIT (You’ll have to spend lakhs)
Otherwise if following are your requirements:
Govt. College, IIIT Tag, Less financial burden, High returns (if you work your ass off), 10 years down the line you’d want to be part of a vibrant alumni network : IIIT Bhubaneswar

IIIT Bhubaneshwar's Computer Science is far better than that of Manipal Institute of Technology, Manipal.
MIT,Manipal is among the top engineering Institutes in India but if compared to IIIT Bhubaneshwar then I'll suggest you to go for IIIT.
