Will it be harder to get into IIIT Guwahati CSE with a CRL of 19k, now that it has just received a ranking of 66 and before the ranking, the cut-off was at 21k?

Yes, the cutoff for this year will be somewhat higher than last year. Whenever the placement and ranking of college gets better, the cutoff of college gets better.
But exactly how much it gets higher is very difficult to predict. We cannot say whether the cutoff will be lower than 19k or not. You need to participate and look for that.
