With rank 16758 can i get government clg or if not how mch rank i need to get government clg

Well i think that your rank which you have got in ojee is not bad i.e. 16758.But i don-t think that it will be able to fetch you your desired college. Especially i am not 100 % sure that you will get government college , but you may try for other college.
