There are several colleges under Delhi University which provide certificate and diploma courses in French language.
Colleges are Miranda House , Ramjas College, Satyawati College, Hans Raj College, St. STEPHEN'S College, Daulat Ram College, MATA SUNDARI college and others.
These colleges either provide Diploma or certificate course.
There is also one department under Delhi University which provides full time foreign language courses. The department is DEPARTMENT OF GERMANIC AND ROMANCE STUDIES.
JNU & JAMIA also provide French language course .
YOU CAN FILL TJE ADMISSION APPLICATION FORM OF DELHI UNIVERSITY TO SEEK ADMISSION IN ANY OF THE COURSES .
There are also other institutions such ad ALLIANCE FRANCES , SCHOOL OF FRENCH , INLINGUA , you can also join these .
You can avail the benefits of OBC only if you are going to any Delhi Government college via qualifying National Level Examination, but if you are trying to get in the college which is under Delhi state government then the chances are less because 75% seats are reserved for Delhi home quota students and all outsiders even if they are from any reserved category then they all are seen equivalent to General category. If you are an outsider but still you have passed class 10th and 12th examination from a recognised school in Delhi then you also come under home quota and can avail the benefits of OBC category.

You can directly apply to airlines for the role of cabin crew, or crew member. Individuals with presentable skills, proficiency in English and a foreign language including height of more than 5'2 are preferred for the role. The airlines itself provides the training to individuals for the role of cabin crew.

Requirements to be a cabin crew : Fluent English Passionate for delivering excellent service on every occasion Being trustworthy and reliable Being correct and precise in their job Proactively seek solutions and take personal responsibility for resolving problems Be willing and able to work shifts Minimum age of 18 or 21, depending on the airline Minimum height of 158cm or 160cm, depending on the airline Being able to swim No visible tattoos or body piercings while wearing the uniform No criminal record Right to live and work in that country you will be based at or being able to get a working visa in that country Have a healthy BMI Minimum high school education Have a valid Passport DGCA (the Indian regulatory authority which is responsible for regulatory and safety oversight of Indian aviation, and a lot more), specifies that Cabin Crew need to be trained on the Specific type of aircraft they work on. This is called Safety and Emergency Procedures (SEP) training and is specific to a particular type of aircraft (For example, Cabin Crew with SEP card from Go Air can join Indigo without a full training again because both the airlines operate the same type of aircraft-A320 but crew with a SEP card on ATR-72/Q-400 of Jet/Spice Jet cant have to get trained afresh on A320 if joining Indigo or Go Air by that airline), this training deals with crew understanding of aircraft, response in case of emergency etc. , which is the primary duty of the cabin crew. A SEP card is issued to the crew after they pass the exams after this training only after which they can fly. You can do courses from: Air Hostess Academy (AHA), Bangalore Lovely Professional University, Punjab Air Hostess Academy (AHA), Delhi/NCR, Mumbai, Pune Frankfinn Institute of Air Hostess Training, Mumbai, Delhi/NCR Avalon, Spice star, Rajiv Gandhi Memorial College of Aeronautics, Jaipur.

In case you have applied on time, that is , filled the online application form on time then you can apply in the coming cut offs to be released by Delhi University.
But, in case, you missed filling the online application form then unfortunately you won't be able to apply for the cut offs as the application filling has been closed. And also there is no provision by which you could apply or secure an admission in Delhi University in offline manner.

Hey, Please note that JNU runs 5 years dual degree only. Currently it has no regular B.Tech. course. JNU accepts admissions on the base of JEE score only. If you're interested in 5 year dual degree course, then please go for it, its a good college for the same. Hope this helps. Thank you

As you have mentioned that you want to get 14k and taking into consideration that you belong to general category and you are not from Delhi region so let me tell you that it's a very neck to neck situation.
Various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.

You must be aware that HIMSR, Delhi comes under deemed university college which counselling happens through AIQ counselling.
There are total 100 seats which is divided into
General merit - 42 seats
Muslim minorities - 43 seats
NRI quota - 15 seats.
So there is no reservations on basis of caste. You have to take either seat from general merit or if you belong to muslim minority then you can take from this. Both seats are management quota seats and have same fees just cut off goes low for muslim Candidates in minorities quota.

In Delhi university , under the CW quota , DU and DTU offers 5% and 10% reservation for defence personnel killed or disabled in action , those who died in peace time with death attributable to military service , those disabled in peace time during military service , and recipients of gallantry awards , generally for children /widows of these personnel .
