yes you can certainly do that, see phd can not be done on any particular stream rather than it depends on the topics or new era of technology in which you have interest and you must have studied the relevant courses in your ug and pg degree. however many students after completing mtech go for phd in iits, since phd admission is also based on gate score, now gate score is valid for 3 years, so if you join mtech on gate 2020 score, you may join phd in 2022 by using the same gate score.
