Yes, you are eligible. The minimum eligibility criteria to pursue Ph.D. in statistics is a Masters's degree in mathematics or statistics with a minimum percentage of 55 percent.

It depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category

Students whose family income is below 800000 are considered in NCL

OBC NCL can be used by such candidate at the time of counseling to get benefits. But it is not required at the time of NEET registration.
