An official announcement hasn't been released regarding next year's entrance exam for B.Ed course in IGNOU, so there isn't much information available at the moment.

Some more information regarding your query-
The notice for 2019 exam will be released next year, since the entrance exam of 2018 is scheduled on September last week. There won't be any update till 2018 exam's result is released by IGNOU.

And what is the cycle?
For example:

Not sure about the announcement, but the online application form filling starts from the last week of June.
