No, you cannot do a degree course and a diploma together. Although, ignou allows multiple courses at the same time but the format that is allowed is:
1 Degree + 1 certificate course
1 Diploma + 1 certificate course

Yeah you can do but the thing is one degree should do direct mode it means distance learning and another degree or graduation you can do regular basis
So that you can complete both at a time
