Can I participate in TNEA 2020 with my 2019 cutoff as I want to take a break for a year and go for another attempt of JEE (Main) in 2020?

Yes, of course .
You can partipate in TNEA 2020 counselling, there are no age limits or age restrictions as of TNEA counselling till date. The only limit is that the candidate should not exceed 25 years of age.
