The decentralized counselling is primarily for the seats left out in the 8 government colleges under WBJEE and inorder to get admission into a government institute you must have a domicile. While no one is stopping you from appearing for the decentralised procedure, it is important to note you wouldn't be able to join the governent colleges. Incase there are private institutes in this procedure, then you could get admission into those based on your general ranking.
