Yes there is chance to Apply seat in PUMBA through second counselling, but there should be vacant seat available in PUMBA. If all seats filled in PUMBA on first counselling then it is not possible to apply for PUMBA, you can apply for other college if seat are available in that college or you can study in Sinhagad as your wish.
