I got 20009 rank in cet ipu and 74.5 % in 12th and I'm an outside delhi.Should I go for conselling? Please name some colleges that take me?

You haven't mentioned the name or code of the course in which you are seeking admission.
20k might be an okayish one for some courses while a poor one for some other course.
So it varies from course to course.
And also, the minimum eligibility criteria for Admission in IP University is 55% marks in PCM.
If you have more than that, you can go for that.
