I got 62.08 percentile in jee main. can I get admission in ipu cetin b.tech CSE course in ipu university?

62.08 percentile is a very low score and it will be not sufficient to get CSE in IPU.
As CSE is very demanding and top most preference of mostly all the students. So it will be not possible .
With this percentile ; it is even difficult to get a good college .
So i would suggest you to take a drop ; because this one year will be beneficial for you instead of taking admission in any private or near by city college
( Only if you do well in next year ).
