I got 69.3 percentile in JEE Mains, Does I got any goverment collage of ipu for b.tec in any engineering except chemical Engi. , ME, and ECE

As per your percentile your rank is predicted to be low . It solely depends on what category you belong to. But the cut offs have been set to 81 percentile approx. Considering government colleges, it might be difficult for you to get admission there. But don't worry there are good private colleges available as well you can apply for them.
And there are many competitive exams for admission in engineering colleges, you can also apply for those exams.
