Hello,
The admission to NITs are based on rank list prepared by JoSAA. JoSAA is the authority that admits students to NITs, IITs, IIITs and GFTIs. So what is considered here is the ranks of those who registered for JoSAA. The admission does not consider those who do not register.
There are All India, Home State and Other State quota available. You can check the last year cut-off at https://josaa.nic.in/webinfocms/Public/View.aspx?page=71
