NIT silchar is counted in one of the most reputed institutes of our country and also it is known for following rules and regulations very strictly. Now as you are saying that you have a NCL which will be expiring in october, then you should go and submit that one. And tell the authorities about your situation, I'm sure they will be willing to help you. Or you can directly mail and phone the authorities regarding your option. They usualy reply within a couple of days.

No, you have to submit your OBC NCL certificate any how at the time of reporting. If you fail to do that then your rank will be adjusted to general category. You will not be able to get benefit of obc category in further round of counselling.
