it depends on the rules of board. some states may allow and some may not. you can read document for kerala state:- http://www.cee-kerala.org/docs/pgmed2019/prospectus.pdf
it might not be same for other states. better to know before hand. Your rank is bit high but still you can apply for colleges based on your reservation category.
