I would like to inform you that if if you are a candidate from other state, you can write K-CET, provided you should follow some procedures and you have to complete your PUC in Karnataka. Just visit the KEA website and look for the eligibility criteria and brochures where most of the frequently asked questions (FAQ's) are answered. I hope you got the point after reading this answer.
