you are eligible if you belong to any category, but if you are of UR category than there are slight less chances for you to get the admission in your desired specialization, in first counselling round. but still try for it you might get a chance, if the cut-off gets low this year.

the expectd cut off for open category is 37.5 post which you can apply for the counselling process of Anna unniversity
