Lets say you do not hold the domicile of Maharashtra but you have been in Maharashtra for a period of 10 years and completed your 10th and 12th in Maharashtra, you are eligible for participating in Maharashtra State Quota. And regarding children of Central Government Employees the rule says:
T he children of the employees of Government of India or its Undertaking shall be eligible for admission even though they might have passed the S.S.C. (Std.X) and/or H.S.C. (Std. XII) or equivalent exam from the recognized Institutions situated outside the State of Maharashtra, provided that such an employee of Government of India or its Undertaking must have been transferred from outside State of Maharashtra at a place of work, located in the State of Maharashtra and also must have reported for duty and must be working as on the last date of Document verification at a place located in State of Maharashtra.
Such Candidates need to submit an undertaking that they have been in service in the State during the mentioned period.
So in your case, you are eligible for participating in State Quota if you have studied your 10th and 12th in Maharashtra and your parents have been posted in Maharashtra.
