Yes,you can. As the states are bifurcated recently, you have a chance of applying ap State counselling under 85% quota under non-local status with ou region.

Since you belong to Telangana , you can claim for 85% State quota seats in your state only. If you want to claim seat in Andhra Pradesh state for 85% seats , you must have the domicile of the state or you must have done your class12 from this state , then you can participate in their online counselling otherwise you cannot. You can apply in Andhra Pradesh medical colleges through ALL INDIA QUOTA which is 15% , for this you don't to have any domicile or class12 marksheet.
It does not matter which category you belon to , for claiming 85% seats , you need to have either of the two things.
