is it necessary to register yourself at ignou study centre for attending lab counselling sessions ? what if i have not registerd myself , then how should attend lab counseling session?

In ignou whenever you register for any course you have to select a regional centre and a study centre under it. There is nothing such as registering yourself at study centre. But in the start of session most of the centre make a list of students enrolled and attending for tracking their attendance.
In order to attend the lab counselling sessions there is no further separate registration. You should get in touch with your selected study centre to know about the schedule and then you can go ahead and attend it . In case you missed the schedule you can attend them when they are conducted for next session. In most of the cases attending a minimum number of lab counselling sessions is mandatory to be eligible for appearing in final practical examination.
