Is it true that if a student does his MBBS from AIIMS or Jipmer he / She cannot claim a seat in state quota/State Seat of Pg exam?

If you mean seat quota by certain number of PG seats reserved for those who did UG in the same institute, then they don't exist in AIIMS. I doubt if it exists anywhere else also.
