Hello candidate!

There are two methods in which the seats of Medical Colleges are filled across India. 15% seats are filled through All India Quota Counselling and 85% seats are filled through State Quota Counselling. That is the only difference.

Both of these counselling processes are done for the purpose of seat allotment only. They have nothing to do with the fee structure or the facilities provided to the students. Fee structure and facilities differs from college to college. But, in the same college, if one student got the seat through All India Counselling and the other got through State Counselling then, both students will be treated equally.
