I've got an OBC rank of 12869 in JEE mains, where would I get a CSE seat? I'm from Assam, can I make it to NIT Silchar?

All the seats are allocated using All India CRL .
Since i don't know about your crl I will mention the ranks in terms of CRL and you can compare.
(Please note these are last year ranks and they tend to fluctuate)
Closing Rank:21642 (CSE)
47587 (Electrical)

Yes, you will be able to get NIT Silchar with home state quota as last year, the closing rank for CSE was 21642 for obc home state candidates.
You will also be able to get Civil with this amazing rank.
You can basically get all branches in NIT Silchar but I would suggest you go for CSE as it has more scope and better placements.
