I am from Rajasthan Domicile. My Maternal Uncle (Mama Ji) is working in UAE for last 7 years. If he sponsors my admission, am I eligible for NRI quota to get admission in Govt. Colleges of Rajasthan or anywhere in India.?

No even if he sponsors for your education and you are able to claim your NRI quota then also chances of you getting a government medical college at your current rank are very very grim ,

I recommend you taking a drop year or trying changing lines towards BAMS or BHMS courses .
