With a 45,000 rank in JEE Main and the OBC category from Delhi, you have a chance for DTU CSE.
Previous years’ cutoffs were around this range for Delhi OBC candidates.
It may be possible in later counselling rounds, but it is not guaranteed.
Cutoffs change every year depending on competition and seats.
You should definitely fill CSE as your first choice in counselling.
Even if CSE is not available, you may get IT or another good branch at DTU.

Unfortunately, even with OBC category and 130 marks in JEE Mains, admission at Delhi Technical University for BTech CSE is difficult as the cut off for OBC is round 10,000 to 16,000. You may look for other branches like ECE, Mechanical etc.
Or try other colleges if you need CSE only.
