what if registered applicant could not submit the application before last date, can i pay my fee and submit form after last date 31.07.2019

The last date for admission for July Cycle has been extended till 27th August, so you can definitely go ahead with the admission process, just visit the official website of IGNOU and follow the rest of the procedure-
